Key Personnel
Christopher R. Wener, P.E.
Chris is a registered Professional Engineer in Nevada, Arizona, California, New Mexico, and Utah. He has a Master's Degree in Civil Engineering. Chris concentrates his practice in site design, land use planning, leasing, and construction. During his ownership, Spectrum has become a regional leader in civil and wireless development services, with offices in Las Vegas, Nevada, and Rancho Cucamonga, California. Chris started Amalgamated Construction & Communication in 2001, giving Spectrum the ability to provide turn-key development services.
Tracy Janssen
Tracy manages Spectrum’s day-to-day operations, including accounts receivable and payable, human resources, and contracts. She has worked in the development services industry for more than eight years. Tracy has a degree in Applied Sciences in Business Management and a Bachelors degree in Business Administration with emphasis in Accounting. Tracy and her team have more than twenty years of combined experience to serve Spectrum’s clients.
Jason L. Colvin, P.L.S
Jason is a registered Arizona and Nevada Professional Land Surveyor with eleven years experience. Jason knows Southern Nevada and Arizona as only an experienced surveyor can. Put his experience and knowledge of the area’s land and its records and resources to work for you.
Margaret Cefalu
Margaret has been managing wireless projects in Nevada, California, Arizona, and Utah since 2000, with over 1000 wireless sites completed. Before joining Spectrum, Margaret worked on communications systems in the United States Army, and then designed electrical systems for the gaming industry.
Tracy Cline
Tracy has nine years experience leasing and zoning wireless communications facilities, seven of those in Southern Nevada. He has an undergraduate degree in Economics and a law degree. Tracy has leased and zoned countless sites in Southern Nevada, including the Las Vegas Strip. Tracy is well known locally for his expertise in zoning wireless sites.
Tim Kuhlman
Tim manages Spectrum’s wireless development services in Southern California. Tim has twenty years experience in communications. Tim has a Bachelor’s Degree in Management and a Masters Degree in Business Administration. He served in the United States Navy for ten years.
Patrick O'Laughlin
Pat has more than ten years of commercial construction experience in Nevada, Arizona, and California, and holds general and electrical contractor’s licenses in each of those states. Pat has worked on a range of projects including wireless communications sites, hospitals, office complexes, self storage facilities, hotels, churches, and tenant improvements.
Nathan A. Jones
Nathan has more than ten years experience in civil engineering, from surveying to civil design to project management. Nathan can manage your project from start to finish, keeping your project on schedule while ensuring compliance with jurisdictional Codes. Whether your project is residential, commercial, or mixed-use, Nathan has the experience to guide your project.
Randolph A. Skorpinski, P.E.
Randy has thirteen years experience in civil engineering, and a degree in Civil Engineering from the University of Texas. Randy has five years experience in major subdivision and infrastructure design, including large project cost planning, public infrastructure plan preparation, design team supervision, and utility coordination. Randy worked for four years in public works transportation, providing designs for the City of Las Vegas, Maricopa County, Arizona, and for the Hoover Dam bypass project.
Kerry M. Shahan, AIA
Kerry has more than fifteen years of architectural and design experience. He has a Bachelors of Architecture degree from the University of Kentucky. Kerry has designed several award-winning commercial and custom residential projects, and is a registered Architect in Nevada, Arizona & California.
